[公告]API平台新增可用模型deepseek-v3.1

KouriAPI 新增可用模型 deepseek v3.1，deepseek-chat与 kourichat-v3 均已切换，仍保留老模型（deepseek-v3）调用接口。KouriAPI 不对历史兼容性模型进行任何可用性保证。
